The first National Labor Relations Board was established as an independent agency by Executive Order (E.O.) 6763, June 29, 1934, pursuant to a joint resolution of Congress (48 Stat. 1183), approved June 19, 1934. It continued the functions of its predecessor, the National Labor Board, including enforcing collective-bargaining requirements, settling labor disputes, and conducting representation elections.
